The National Academy of Public Administration has elected a new class of fellows to report to Congress on some of the most complex management and policy issues in government. One of those fellows is Ira Goldstein. He's had a long public management career, starting as a charter member of the Senior Executive Service during the Carter Administration. Goldstein is now national director for Federal Services at Deloitte. He joined Tom Temin on the Federal Drive to share his perspective on federal management .

The General Services Administration has set aside 1.5 percent of its personnel budget for training and reinvestment in skills for the next fiscal year. GSA Administrator Dan Tangherlini says the focus will be on customer relations and evolving with technology. Federal News Radio's Executive Editor Jason Miller caught up with Tangherlini at the National Contract Management Association's annual government symposium. The Pentagon expects to have 40,000 iPhones and Android smartphones on its military networks within the next year. Right now the Defense Information Systems Agency has only deployed about 4,000, so the Pentagon will have to average about 3,000 new devices every month to meet that goal. The space and resources the Innovation Lab at the Office of Personal Management offers are in high demand. OPM Director Katherine Archuleta says agencies have to book its services months in advance. The Office of Management and Budget says "stat" sessions -- Portofolio Stat, Tech Stat, etc. -- have saved the government millions of dollars. Agencies are developing their own approaches to the Stat model. Bob Behn is Senior Lecturer in Public Policy at the Kennedy School of Government at Harvard University. He publishes the Performance Leadership Report, and his latest book is The PerformanceStat Potential: A Leadership Strategy for Producing Results.
