Washington seems enveloped in a tong war over happenings at Veterans Affairs' hospitals. A lesser known but highly critical VA program expires this fall unless Congress acts. It's the Assisted Living Pilot Program for Veterans with Traumatic Brain Injury. Several bills introduced to keep the popular program alive have become lost in the swirl of politics over more visible issues. At a time when the VA is under harsh scrutiny, one of its more successful programs is about to die. Alex Bolton is a staff writer at The Hill Newspaper. He discussed the program and some of the benefits it has accrued so far on the Federal Drive with Tom Temin and Emily Kopp.

If you believe the surveys, federal workplace morale and employee engagement have declined in recent years. For a variety of reasons, a disconnect has occurred between federal employees and their managers. As part our special report, Trust Redefined: Reconnecting Government and Its Employees, we're exploring how feds can develop a new model of trust. Bob Tobias is director of Key Executive Leadership Programs at American University. Perhaps nowhere in the federal workforce is trust more frail than in the intelligence community. It is still reeling from the revelations of former NSA contractor Edward Snowden. The Director of National Intelligence recently issued two policies to clamp down on employees' speech. The first says only a few authorized officials can talk with journalists. In this week's Legal Loop, Tom and Emily looked at the policy's impact on trust in the intelligence community as part of our special report, Trust Redefined: Reconnecting Government and Its Employees. Employment lawyer Debra Roth said on The Federal Drive the new policy stands out because it covers unclassified information.

Federal chief human capital officers are starting to say that working within the current federal HR system may not be the answer to improving hiring, firing and other personnel processes. Instead, they say it's time to make wholesale changes to the increasingly unwieldy human resources system. More than 5 million federal employees and contractors have security clearances. To keep track of them all, the government relies on periodic re-investigations and incident reports. But as the shootings at Fort Hood and the Navy Yard showed, the system doesn't catch all the red flags.
