The Homeland Security Department is filling two key cybersecurity positions.
Sources confirm that Bobbie Stempfley will be named the new director of DHS’s National Cyber Security Division and Randy Vickers will be the director of the U.S. Computer Emergency Readiness Team (U.S. CERT).
Vickers’ new title becomes official April 12, sources say. He has been acting director of U.S. CERT since Mischel Kwon left in August to become vice president of public sector security solutions for the worldwide professional services unit at RSA, the security division of EMC.
Stempfley will leave her post as the chief information officer for the Defense Information Systems Agency to take over the new position. Stempfley has been with DISA for more than 10 years and been CIO since May 2009.
Stempfley would replace Cornelius Tate as head of NCSD, who was on detail from the Secret Service. Peter Fonash has been acting director of NCSD since Tate left last year.
DISA posted a job opening for a new CIO April 1.
As the director of NCSD, Stempfley would oversee one of the fast growing areas of DHS. DHS is hiring 1,000 cybersecurity experts over the next few years and the division will receive a significant number of those new hires.
NCSD includes U.S. Cert, the Cybersecurity Preparedness and the National Cyber Alert System, National Cyber Response Coordination Group and Cyber Cop Portal.
U.S. CERT’s role in protecting federal civilian networks has been growing significantly in recent years with the Einstein implementation through the Trusted Internet Connections initiative.
NCSD also works closely with the private sector to share cyber threat data, including alerts and notifications about newly discovered vulnerabilities.
Prior to becoming CIO, Stempfley was DISA’s deputy CIO and chief technology officer, where she was responsible for the operation and defense of the global information grid.
Stempfley has more than 10 years of experience in Department of Defense communications and information technology systems development, operations, information assurance and management.
She also served as technical director for Joint Task Force – Global Network Operation (JTFGNO), chief engineer and deputy of the DISA Global Network Operations Command overseeing the direction, technology, policy and operation for the DISA NetOps Centers who operate and defend the GIG.
