The bipartisan Commission on Wartime Contracting identified between $31 billion and $60 billion lost to waste and fraud in U.S. operations in Iraq and Afghanistan.

The commission’s final report, issued in September 2011, provided the first published estimate of waste and fraud stemming from everything from poor contractor performance, “ill-conceived projects,” lack of proper planning, “questionable and unsupported payments to contractors,” and a lack of government oversight.

Sens. Claire McCaskill (D-Mo.) and Jim Webb (D-Va.) have introduced legislation aiming to incorporate many of the commission’s recommendations. A number of other bills would implement parts of the commission’s recommendations.
