The number two at the General Services Administration’s Public Buildings Service has returned to work after more than a month on administrative leave following an inspector general report that revealed the agency spent $822,000 on a Las Vegas conference.

A GSA spokesman confirmed Deputy PBS Commissioner David Foley is back at the agency. The Washington Times first reported Foley’s return.

The conference spending scandal at GSA has led to the resignation of Administrator Martha Johnson, the firing of Robert Peck, the commissioner of the Public Buildings Service, and Stephen Leeds, Johnson’s senior counselor. Last week, GSA said Region 9 PBS Commissioner Jeff Neely, who had been on administrative leave, was no longer employed at the agency.

The agency has been under congressional scrutiny since the release of the IG report, with at least five congressional hearings on the subject of conference spending at GSA.

Last month, the House Oversight and Government Reform Committee had posted what it says is video from an awards ceremony at the conference. Footage of the event shows Foley presenting an employee with an award and joking about “paying for the party that was held in the commissioner’s suite last night.”
