The Federal Emergency Management Agency is changing how it chooses future leaders. FEMA's leadership development program is trying to target employees for promotion that display true leadership skills, instead of just a mastery of technicial skills. David Robinson is FEMA's associate administrator of mission support. On In Depth with Francis Rose, he explained what those leadership skills look like and how the agency will use those to plan its future.

Funding for DHS expires at midnight tonight, which means Congress is quickly running out of time to pass another continuing resolution. If they don't do it today, nearly 30,000 employees will be furloughed. Among the hardest hit will be FEMA, the Federal Emergency Management Agency. Robert Autry, president of the American Federation of Government Employees Local 4060, which represents FEMA headquarters employees here in Washington, joined Tom Temin on the Federal Drive to further explain how a shutdown would impact the agency.

The idea is to save cost and effort by pooling things agencies all do in common. But in practice it's not so easy. Ted Okada is the chief technology officer of the Federal Emergency Management Agency. He's taking a slightly different view of shared service. The White House wants to cut about $2 billion from the federal IT budget next year. The Obama Administration says that's good news, because it means federal agencies are being more efficient with their IT projects.
