In light of the systemic technology and procurement management problems of HealthCare.gov, a vocal group of former and current federal officials is calling for a return to the Raines Rules.
Paul Brubaker is director of planning and performance management for the Defense Department’s deputy chief management officer. Mark Forman is CEO of Government Transaction Services and a former White House IT official. Brubaker and Forman tell Federal News Radio Executive Editor Jason Miller about why a return to Raines Rules is needed now more than ever.
