Joe Petrillo: Two seconds too late for bid protests

Sometimes a second is all it takes. Both the Government Accountability Office and Small Business Administration recently denied protests because the original bids arrived too late. In one case, a reverse auction bid was placed with one second left on the clock, but ruled ineligible because it was received seconds too late.
