The procurement process for cloud computing has been plagued by what Harvard professor Steve Kelman calls the F.U.D. factor — the climate of fear, uncertainty and doubt.
Kelman the professor of public management at Harvard University’s Kennedy School of Government and a former administrator at the Office of Federal Procurement Policy, joined In Depth with Francis Rose to discuss how federal managers can allay their F.U.D. fears.
Kelman also addressed the issue in a Federal Computer Week column.
