Agencies need to do a better job with their succession planning and next genertion training, but budget cuts, hiring freezes and sequestration haven’t helped. Mission critical projects come up, and departments don’t have the expertise to see them through when long-time federal employees retire. Some agencies are turning to reemployed annuitants for help.
