A touch of confusion emanates from Capitol Hill today as Congress gets back to work. Congressional Quarterly reports over a hundred House Republicans have signed a letter saying they won't vote for an omnibus spending bill that covers the rest of fiscal 2016 unless that bill increases defense spending. But another report in CQ says conservatives in the House believe the debt ceiling deadline that's approaching is a chance to push spending cuts.
