Notwithstanding President Barack Obama’s call for Congress to come up with at least a short-term alternative to sequestration, there’s still no clear path around the automatic budget cuts, set to take place in less than a month. Military leaders have been warning that the cuts would lead to a “hollow force” by the end of this year.

Rob Wittman (R-Va.), the chairman of the House Armed Services subcommittee on readiness, and Rep.
