The National Capital Planning Commission Thursday approved the General Services Administration’s and Homeland Security Department’s plan to redevelop both the west and east campuses of St. Elizabeth’s hospital in southeast Washington DC. DHS and GSA now will begin the architecture and engineering phase of the project. The plan is for the Coast Guard to move to the consolidated headquarters first by 2013. But even with this important step, DHS and GSA still face several uphill challenges.
