A new comprehensive plan helps government and emergency responders during a radiological or nuclear terrorist attack.

Dr. Norman Coleman developed that system. Coleman is the associate director of the radiation research program of the National Institutes of Health’s National Cancer Institute.

His work has made him the 2011 Service to America Medal winner in the Homeland Security category.

Also, Tim McManus, vice president for Education and Outreach at the Partnership for Public Service, which presents the awards, gives a rundown of the big winners of last night.
