President Obama announced Friday that he will renew the QuickPay initative, requiring federal agencies to expedite payments to small business contractors. He also will launch SupplierPay, bringing together 26 large and small companies. SupplierPay builds on the success of QuickPay, and requires committed companies to pay small suppliers faster. It also asks them to support those suppliers' access to low-cost capital.

The size of DoD's civilian acquisition workforce has grown by some 20,000 employees over the past five years and now numbers about 135,000 personnel members, according to Stephanie Barna, acting assistant secretary of Defense for Readiness and Force Management. That's thanks to an effort by DoD begun in 2009 to recapitalize its acquisition workforce. But the department's focus on the acquisition workforce has been strained by a slew of competing priorities and congressionally-mandated belt-tightening, Barna said.

The General Services Administration announced Wednesday it's seeking to roll out a new category especially for cloud services under its massive IT Schedule 70 contracting vehicle. We're learning a bit more about the General Services Administration's move toward a "category management" approach to federal purchasing. GSA's working on a new concept called "hallways" -- the first one's coming this fall. It'll deal with information technology. GSA says one person will manage a team of experts that will create new standards and best practices for a specific area of acquisition. Roger Waldron is President of the Coalition for Government Procurement. He explained how the hallways approach can help GSA expand its strategic sources contracts on In Depth with Francis Rose.
