Capitol Hill Police officials say yes and are cracking down on tattoos and a revised grooming policy would require officers to hide their art-covered arms and legs when on duty. But rank and file officers worry that the new rules are subjective and an over-reach.

The Center for Plain Language awarded the Agriculture Department an "A" for its efforts, the highest score of 12 large agencies and departments it surveyed.
