Data center consolidation is delivering more cost savings than the White House expected. The Government Accountability Office says by the end of fiscal year 2015, agencies will save $3.3 billion. For more than 20 years, a driving principle behind federal procurement is a simple one: To the extent possible, the government should buy regular commercial items under regular commercial terms and conditions. That idea is enshrined in law and regulation. So when it doesn't happen, companies protest. A new survey from the Chief Information Officers and Chief Human Capital Officers councils shows most agencies are finding the pool of job candidates to choose from is too shallow. Darren Ash and Richard McKinney, the co-chairmen of the CIO Council's Workforce Committee, said 75 percent of agency IT managers and human resource executives responding to the survey said they couldn't recruit the necessary talent to do mission critical work.

The White House is putting enterprise risk management front and center as it updates a key policy on internal controls. That should be out later this year, but some agencies already have embraced the concept. The Census Bureau did so after a crisis several years ago that was embarrassing and costly. Nancy Potok was the Bureau's chief financial officer back in 2000. She left the agency but returned in 2012 as its deputy director and chief operating officer. Federal News Radio Reporter Emily Kopp spoke to Potok after a presentation on enterprise risk management.
