The chairman of the Joint Chiefs of Staff is arguing for Senate ratification of the new Strategic Arms Reduction Treaty. Navy Admiral Mike Mullen told an audience at Stanford University that deterrence today is tougher and more complex. He says that more than one nation can touch the U.S. with nuclear missiles. The Department of Defense is reporting that Mullen says the time is right to ratify the START treaty and help with the discussion of the future of deterrence.
