Susan Tsui Grundmann: Changes to Veterans Affairs oversight impact MSPB
Congress decided to change the law to require more accountability for Veterans Affairs managers. Those changes didn't just affect VA, but made a big difference for the Merit Systems Protection Board, which had to deal with appeals from VA staff hit by adverse actions.
