Tim McManus: Can agencies handle hiring 37,000 people in 2017?

The 2017 budget request from President Barack Obama would boost the federal workforce by 1.5 percent. That translates to about 37,000 people. Now the question becomes — should Congress go along — are agencies equipped to handle hiring on that scale?
