Suppose an agency has middling or low employee engagement scores. The typical approach to improving them is to appoint a working group to come up with ideas. The ideas head upstairs to management for a yea or nay. But Mallory Barg Bulman, vice president for research and evaluation at the Partnership for Public Service, said a better way exists.
