Michael Horowitz: Council identifies the ties that bind inspectors general

The Council of Inspectors General on Integrity and Efficiency looked at 61 public reports to figure out what issues cut across federal agencies.

Inspectors general often labor in the isolation of their own departments or agencies. But now they have banded together, taking a look at the government as a whole. The Council of Inspectors General on Integrity and Efficiency found seven big challenges that agencies seem to have in common.
