Americans have an insatiable appetite for seafood. So, to encourage domestic production, NOAA is opening up federal waters to fish and shellfish farms. Michael Rubino, the Director of the Aqua-Culture Program at the National Oceanic and Atmospheric Administration. He joined the Federal Drive with details on the new policy.
