That’s according to the Partnership for Pulbic Services, which is tracking the development of the concept since the Reform 88 program three decades ago. Tim McManus is Vice President for Education and Outreach at the Partnership. On In Depth with Francis Rose, he shared a host of recommendations for future development that come from a recent Shared Services Roundtable.
