Law Enforcement in the Cloud: Providing an Integrated and Secure Solution           

Public safety agencies are hard pressed to modernize their systems and processes while maintaining their day-to-day operations in a budget-constrained environment. In particular, law enforcement agencies are faced with the challenges of securely storing and managing ever-increasing volumes of data while keeping up with the growing demand for technology that can improve public safety.

To address these challenges, law enforcement agencies are looking at moving to the cloud. Government clouds, already operating very successfully in several parts of the United States as well as in places like the United Kingdom, can be both cost-effective and secure. Specifically, law enforcement cloud platforms, working with newly-developed solutions, can meet these critical challenges with comprehensive, modular software-as-a-service offerings deployed on a secure, scalable and high-performing cloud infrastructure or in hybrid settings.  These cloud platforms additionally enable information sharing options that leverage network effects that simply aren’t possible in traditional siloed on-premise approaches.

Patrick is the former Senior Watch Officer of one of the first and largest all threats fusion centers where he led a 24/7 “newsroom” combining dozens of allied-agency information and video streams into situational awareness for thousands of elected and appointed leaders. He is a retired New Jersey State Trooper who also served as the Duty Officer for the State Office of Emergency Management, supervising critical infrastructure monitoring, asset deployment and early public alert messaging.  Patrick was also assigned to dozens of significant command post liaison assignments with the FBI, U.S. Secret Service and New York City Police Department. He teaches graduate courses on law enforcement information-sharing topics and is an active member in many policy development organizations including the U.S. Bureau of Justice Assistance Global Video Task Team, the Integrated Justice Information Systems Institute and the International Association of Chiefs of Police. Patrick speaks regularly on public safety topics at government conferences and digital technology seminars.

Steve Kousen, Vice President and Technology Executive, Unisys Federal

Steven Kousen is vice president and a technology executive for Unisys Federal where he leads the cloud shared services team. As part of Steve’s role he is responsible for the portfolio solutions strategy, development, pursuit and delivery of commercial cloud solutions and integration services, including Google, Amazon Web Services, and Microsoft technologies.

Previously, Steve led the Unisys Federal Engineering organization comprised of 450 engineers, architects, and program managers, delivering large-scale complex systems integration engagements at the Department of Homeland Security, the Transportation Security Administration, and the Department of Health and Human Services.
