The Commission on Wartime Contracting in Iraq and Afghanistan is relying on the Government Accountability Office to offer actionable information about contracting in war zones. This week the Commission heard from the GAO, among others, at a hearing called “Implementing improvements to Defense wartime contracting.” One of the witnesses at the hearing was Paul Francis, Managing Director of GAO’s Acquisition and Sourcing Management Team. Francis explains the major shortcomings in DoD’s strategic and acquisition planning.
