Balutis was the first chief information officer at the Commerce Department and a founding member of the Federal CIO Council. He has led studies on government performance for the President’s Council on Management Improvement, the Cabinet Council on Management and Administration, and the National Performance Review. He also is a fellow of the National Academy of Public Administration.
