Republican budget leaders in the House of Representatives introduced their fiscal 2016 budget plan today. President Barack Obama and House Democrats call it a non-starter, but the budget process is moving. After a fiscal 2015 budget that included appropriated bills across government, some agencies are starting to update or replace legacy systems.
