  • The number of federal employees under age 30 dropped nearly 3 percent over the past three years. That's according to recent analysis from the Partnership for Public Service and Deloitte. Agencies want to reverse that trend. Tim McManus is vice president for education and outreach at the Partnership for Public Service.   • Congress gets back from recess Sept. 8. Rumors are already flying over what kind of budget resolution Congress will consider. Bloomberg Government reports House Appropriations Committee Chairman Hal Rogers (R-Ky.) is working with the Office of Management and Budget on a list of non-spending items that would get attached to a short-term continuing resolution. It would keep the government open after the end of the fiscal year. Tamar Hallerman is an appropriations reporter at Roll Call.   • Army Lt. Gen. Michael Linnington is the director of the Pentagon's new POW-MIA Accounting Agency, charged with finding and identifying remains of U.S. service members abroad. Defense Secretary Ash Carter appointed Linnington in June. He replaces Rear Adm. Mike Franken, who had served as interim commander since the agency was formed in January.
