Government auditors say the 2005 round of the Base Realignment and Closure is the biggest, most complex and most costly ever. Investigators from GAO say DOD agencies need to take steps to make sure BRAC meets its cost estimates and is completed on time. We turn to Brian Lepore, Director of Defense Capabilities and Management Issues at GAO to explain why they are investigating BRAC.
