Thanks to language in the fiscal year 2016 omnibus bill, Del. Eleanor Holmes Norton’s (D-D.C.) non-enforcement provision of a Capitol Hill sledding ban allowed families in the Washington, D.C. area to enjoy the weekend blizzard conditions a little more.
