The Defense Department converted almost 17,000 civilian positions from contractor jobs last year under its insourcing initiative.
The Government Accountability Office finds of those 17,000 jobs, the Army brought the most contractor positions back to federal employees, 42 percent. The Air Force accounts for 28 percent and the Navy 16 percent. The Defense agencies made up the other 14 percent.
GAO says DoD says 50 percent of the decisions to bring work back were to save money, while 41 percent were positions that are exempted from private sector performance, but only 9 percent were considered inherently governmental positions that were outsourced.
