The way agencies vet employees and contractors for security clearances could change in the wake of the National Security Agency scandal. Four senators — two Democrats and two Republicans — have introduced legislation to increase oversight of the process. Sen. Jon Tester (D-Mont.) is leading the charge. Do companies need insurance against acts of terrorism? It seemed like a good idea following the Sept. 11 attacks back in 2001. Congress passed the Terrorism Risk Insurance Act to encourage insurers to offer it, but the law is set to expire next year.
