Federal pay will remain frozen in 2012. A routine White House executive order this week, setting out next year’s civilian pay rates made that all too clear.

But that may not be the end of of the story.

Some members of Congress want to freeze it longer and chip away at federal benefits as a way to pay for extending the Social Security payroll tax cut.
