Todd Grams is returning to the Internal Revenue Service for a third time.

Grams, the current executive-in-charge in the Office of Management and chief financial officer at the Veterans Affairs Department, told staff in an email obtained by Federal News Radio that he will become the IRS chief of staff. His first day at the IRS is Wednesday, June 5.

“For three and a half years it has been my honor and pleasure to serve our nation’s veterans by leading the Office of Management,” Grams wrote. “OM is a great organization and you are an exceptional group of professionals. This message would be too long if I reflected on all of your successes since you welcomed me to OM in November of 2009. So I will simply thank you for everything that you have done – and it has been a lot.”

Grams said he’s returning to the IRS at the request of Acting Commissioner Danny Werfel.

President Barack Obama appointed Werfel acting commissioner earlier this month in the wake of a report issued by the Treasury Inspector General for Tax Administration (TIGTA), which found the IRS improperly singled out conservative groups for special scrutiny.

Grams spent three years at the tax agency’s chief information officer from 2003 to 2006. He also spent two years as the IRS’s CFO.

He also served as the CFO at the National Institute of Standards and Technology in the Commerce Department from 2006 to 2009 and as the CFO for the Veterans Health Administration.

Grams started his career at the Census Bureau and then went on to work in a variety of positions at the Office of Management and Budget from 1983 to 1994, including as an appropriations bill tracker, a budget examiner, and the chief of the Veterans Affairs Branch.
